About : 

  • Hemwati Nandan Bahuguna was born at BhuganiPauri Garhwal (Uttarakhand) on 25th April, 1919. His father was Sri Rewati Nandan Bahuguna and his mother was Smt. Purna Bahuguna. He studied in Government Primary school Dewalgarh, in middle school at Pauri – Garhwal and class X from Dehradun. He took his intermediate degree from Government Inter College, Allahabad and his graduation was completed from Allahabad University, Allahabad in 1946.
  • Sri Bahuguna entered student politics at the age of 17 yrs during his study at Government Inter College, Allahabad. His leadership qualities surfaced when he organized a mock Parliament in GIC. He went to Anand Bhawan to invite Pt. Jawahar Lal Nehru to inaugurate it. Upon his suggestion Sri Ranjeet Pandit husband of Smt. Vijay Laxmi Pandit attended the programme and was highly impressed with the confidence and leadership qualities of the young hill boy.
  • He became a frequent visitor to Anand Bhawan and Swaraj Bhawan and was infused with the desire of Independence under the Congress flag. Upon admission in the Allahabad University he joined the students’ movement against the British Government. He led the 1942 Quit India Movement as acting President of Allahabad University for which an arrest warrant was issued against him. For some time he went underground but was soon arrested and awarded the sentence of life imprisonment. He spent the next 31/2 yrs in Naini and Sultanpur Jails but was released in 1946 on health grounds as he was suffering with severe pleurisy and was quite critical.
  • After independence he was associated with the Indian National Trade Union Congress (INTUC) and fought for the right of the working class. Soon he was elected as President of several worker unions in Allahabad and emerged as the leader of the working class.
  • As a Congress member he started his career in the organization as a ward president. He was deeply influenced by GandhiNehru ideology and Sri Lal Bahadur Shastri became his guiding force.
  • He was elected from Lok Sabha constituencies of Allahabad and Lucknow in 1971 & 1977 respectively and again from Pauri, Garhwal in 1979 & 1982. He was the Chief Minister of UP during 1973 to 1975. He held the Communications Ministry during 1971-73, Petroleum & Chemical Ministry from 1977-79 and Finance Ministry in 1979 in the Central Government.
  • He left Congress in 1977 in opposition to emergency and formed a new party “Congress For Democracy” (CFD) alongwith Sri Jagjeevan Ram and contested Lok Sabha elections in alliance with other political parties. CFD merged in Janata Party after Government formation in 1977. He left Janata Party and rejoined Congress in 1979. He was appointed as Secretary General of AICC (a new post created for him outside the Constitution of Congress Party). In 1980 he left Congress on the issue of distribution of Party tickets in U.P. Vidhan Sabha elections and also resigned from his Lok Sabha seat and contested as an independent candidate from Pauri Garhwal. The election continued for nearly 2 years as it was cancelled or countermanded by the Election Commission.
  • Sri Bahuguna passed away on March 17, 1989 in Cleaveland, USA, during a heart surgery. Sri Bahuguna is fondly remembered for his administrative & organizational abilities also for upholding secular & socialist values all his life.
